Have you checked the rubbercaps on the back of the headlights? If they are not on properly then water can get in.
Once the moisture is in though there is nowhere for it to go. Take the caps off and either leave your headlights on to warm up or get your (sorry, meant your girlfriends ) hairdryer and blow hot air through them to dry them out.

What ones to get? Is it the H1 or the HB3? I'm confused as one seller says its all H1's and 2*W5W... then Dieters site says HB3 and H1 AARRGGGGGHHHH

In the F they can be all H1, or H1 and H7.

The lights are pretty good now, not as good as my Nissan though, which are single dual filament bulbs, also Osram+90.
I've had similar problems before with a Fiat that had twin headlamps. The twin look was great, but the dipped beams were pretty poor. And back then the only alternative was higher power bulbs.
Although the F appears to have just single headlamps we all know that they are really 'twin' lamps in a single enclosure.
The basic problem, which is not unique to the F, is that with twin headlamps the dip reflector is too small to give a good light spread.
Then add in - poor chroming, misting of the internal glass lens, and finally the lowness of the headlights, all mean a less than adequate light beam.
I find that with the headlamps adjusted to pass MOT, even with the super uprated bulbs, the light pattern of the dip still hits the road too early.
I usually adjust the beams up a bit after mot time to allow the dipped beam to illuminate more of the road.
There again the F light adjusters are weird. On my Nissan there are two adjusters, one horizontal, one vertical.
On the F there are two adjusters, but God knows what they're adjusting! :dunno:
