Can a faulty fuel pressure regulator cause a no start

As Cobber has said, the fault could benefit a diagnostic scan to see if there are any possible fault codes . I know frustration sets in after a while but it seems a bit drastic to throw the towel in and scrap it ! Where in the UK are you ?
