However my Apple experience is limited to Macbooks and iphones not ipads, so hopefully someone here can give you an answer based on actual experience.

I've not done this so do t know if it will work or not but it's along the lines of
This will erase the device and its passcode.
Disconnect all cables from your device.
Hold down the Sleep/Wake button, then "slide to power off" to turn off your device.
Press and hold the Home button and plug the device into your computer. If your device doesn't turn on automatically, turn it on. Don't release the Home button.
Continue holding the Home button until you see the Connect to iTunes screen.
If iTunes doesn't open automatically, open it. iTunes will alert you that it has detected a device in recovery mode.
Click OK. Then restore the device.
If your device doesn't go into recovery mode, try steps 1–4 again.
I don't suppose you'll be able to connect to iTunes unless you have another account but at least it might clear the device.

- you get the Apple ID & password from the previous owner
- if you get the original sales receipt AppleCare can unlock it
If you do not get one of these it's only a nice decoration on your desk... :spank:
The previous owner had 'find my iPad' and an activation lock set up, even after a full restore the device will ask for the login details.

I've had success in the past with, Use a I tunes which has never seen that device before, Plug Ipad in whilst turned off , Turn on and hold the home button until I tunes finds the device. Should then have the option of a Full Factory restore from within i tunes , which removes find my device and any apple accounts
