Hi, how can not being able to drive a failed car out of the garage be right.
If so it is an invitation for an uscrupulous garage to fail the car to gain work.
No garage has ever stopped me from driving the car away and it does state on the fail notice that if it is taken away a retest will be half of the full test fee.
