Regarding BL, the unions had the power & held the management to ransom.
A time study engineer would set a value for a particular job, but would have to negotiate same with the union/management. The end result was an easily obtainable value, which gave the workforce a good wage without too much effort. It was common place to see workers on a Friday, "that had got their week in", sitting down playing cards!
