Engine management light NOT coming on

HI,
Good evening all, recently purchased my second f and really enjoying getting back into tinker mode. Taking the winter to do get comfortable with the car and do loads of checks.
Going through the electrics on my recently purchased F and found this fault (I think) the eml light does not come on when the ignition is on. I have checked the bulb and it is ok. Tried checking codes with an obd 2 reader (it is a 2001 mk2) but no joy getting the reader to talk to the emu.

Any thoughts?

Car is running fine, perhaps a bit sluggish but my last vvc was four years ago so it is subjective. As I have only had it for a couple of weeks I wanted to make sure there was no nasty surprises and feel 100 comfortable with it.
