Yes another tool time question...routing around my workshop I found a old tin with everything me dad used to save....staples,nails...padlock with no key..anyway routing in it I found this pick,hook..asked everyone what it's for....know body knows...do you?
The hooped part has writing both sides....on one side it says homepride self raising flour....and the other side it says for perfect scones and pastry...

It's a button hook.
They were used on button-up boots.
Now pretty much useless for its original purpose, but repurposed it could be handy around the workshop.

Yes I thought of tweeking the end a bit..could use it to undo electrical connectors on engine or pull out liner seals...

Cobber is correct..after he said what it was I went on ebay and found simular items with different writing on the handle....they are button hooks and these are called advertising button hooks has the company who made them would advertise other companies names on them....in this case motherspride.....not sure of the age ...others were early 1900s

I've used similar things to get hold of a wire through a small hole or where I can't reach under the dash.
