One way of testing the Fans and ECU is to remove the temperature sensor and connect it to the loom and use a hot air gun on it until it reaches the trigger temperature. I did this on my Freelander L series.

Is it possible to diagnose the cooling fans on a L Series Freelander 1? EDC 1.3.1 diesel ECU

I'm a new owner of a Pecan and I use it on my Freelander 1, it would be great if I could diagnose and activate the cooling fans in the various speeds.
