Its a money spinner. you automatically get a refund on whole months unused when selling. But if you sell say on the 5th of the month you don't get anything back for that month. However the person buying the car will have to start the tax from the start of the month if they wish to drive it. So for that one month DVLA reap two months of tax for the one car.
