I think the car is below the skill line of an avarage driver. There really is no excuse if you are competent and have good observation. Would they be so blasey if it was a small child they hit?

The worst culprits around here tend to be young women, often with children in the car, driving aggressively and too fast.

I think biology comes into play above 70 though. You will always have bad drivers of all ages, but if someone cannot react quickly enough or thinks 40mph is sufficient no matter where they are, or cannot see more than 15ft ahead of them, then I think something needs to be in place to stop this.
What do we have at the minute? A self filled form asking if you think you are fit to drive.
