Yes, apparently a large batch were stolen from the DVLA in 2006 at which time they started the new RED V5 programme. They have stated that all vehicles will have one issued by late 2012 :thumbsup:

Yeah, they reckon 20,000 or something like were stolen. Funny thing is, don't seem to follow any rhyme or reason as to what order they replace them in. Doesn't seem to be age of vehicle or alphabetical keepers name or even model. Anyone know?

I understand that they are doing the re-issue when any changes are made, eg. the vehicle changes keeper, a change of address, a change of anything else in the V5 , colour, fuel, etc, A SORN is declared, the vehicle is re- taxed, which is probably why they do not expect to have them all issued until November 2012. All new registrations are given a Red V5C.
I declared SORN on my MGB in September and received a new Red V5 about six weeks later :yesnod:
