I've done a fair bit of research this week on why I'm having this problem, couple of very useful how to guides from David Aiketgate gave me plenty to go on so thanks David.
The fluid is fine and the gaps at the calipers are correct, the cables themselves move easily but there is a lot of extra cable at the lever side meaning that the weight of the lever alone is not enough to keep the light button depressed.
Will turning the adjuster bolt take up that slack or will it just shorten the cables on the caliper side? I haven't tried it yet as I don't have my jack until next week.
Here are some pics of what I found including a some nail clippings from the previous owner!!

Just tighten up that central adjuster to take up the slack. As long as you don't start to pull the handbrake levers off their stops on the callipers. :broon:

Thanks, one more Q please, the workshop manual says I should raise the rear for adjusting the handbrake...is that necessary if I'm just taking up the slack?

The idea of raising the rear wheels off the ground is so you can rotate them to ensure the brakes aren't dragging. If you don't over-tighten the cable(ie don't move the handbrake levers on the callipers) you don't need to raise the rear.
