clutch pedal goes down to floor but gears wont engage once pedal is depressed it wont come back up

Have you lost any clutch fluid?
can you engage any gears at all? 1st through to 5th? Reverse?
Can you engage gears with the engine running? With the engine switched off?
Was the car running fine?
Did this happen all of a sudden, or has the gear change and clutch got worse over a period of days weeks, months and years?
So many questions...

This is a clear indication of air in the system . The pedal will not return when you bleed the system. You have to pull the pedal back after every press .

It could be a number of problems and answering Taffs questions can help get to the bottom of it.
Common issues are a failed master cylinder, slave cylinder or seized clutch arm.

Good advice above to track down the problem. Also take the opportunity to change the clutch fluid. Should be done 5 yearly.
