Footwell leakage

As i allways have wet footwells and i am homebound for corona, i took all carpetry out.
One cause was immediately clear. Someone had done some foam as a seal under the steering blankplate (passenger side). But the foam made the bolts too short 2 out of 3 were completely loose.
Now i want to seal it with kit in stead of tge seal-foam. I think there should be no foam like sealing.
What would you recommend best?
Then on the driver side. It looked like moisture trails coming from the steering column. Could the rubber be ceased? Is that hard to replace and wise to do anyway?
Or could moist from above be dripping on and running along the steering column?

The more i think about it i can't image a leak near the steering rack pinion... the cup closing the gap seems to be sealed very well, so..
Of course i am taking the garden hose tot test it.

I don't have a seal at the bottom of my steering column, should there be one.

It is sealed... so i test it and if ok then ok...
The blind plate has a foam seal attached but thats like new, it has never been under some pressure..so probably has never been tightened...
I ll do that and then test it.
