Shock absorber lower bush

Could anyone please tell me why there is so much play in the bottom bolt. There seems to be around 1mm difference between the bush diameter and the securing bolt.
I can't find anything about this anywhere.

Is it a new damper?
Could be that the bolt wasn't replaced when the damper was.
They do wear or corrode over time.

If this is a MG TF, I had the same experience with my car (a 2004 TF). I bought new suspension units and bolts and the bolts were a very loose fit in the bottom bush. I asked here at the time:

The answer is that when fitted, the bottom bush is located into the arm it is bolted into. Once assembled and tightened, nothing moves.
