Partial support for Spanish and French language added.
Many of the menus support Spanish or French (but not all). Output texts including word definitions of error codes and live data are still in English.
At least Spanish and French users should be able to figure out more or less what they are clicking on.
The pscanloader update/installer is also now English/Spanish/French. The download links here

are now the new one.
Currently only Windows is done. If anyone desperately needs this now for Linux / MacOS X let me know, otherwise it will just happen with 0423 anyway.
