Yeah - the lack of memory space is a pain in the fundament with iPhone. In fairness, I could have bought a 64gb iPhone, but, at the time that i bought it, I didn't perceive a need for that amount of memory. 16gb was more than adequate for my music. My next iPhone will have more memory. In the meantime, I get to have the fun of researching cameras and watching people desperately trying to justify their choice of "other" phones...

Ain't it funny, how time slips away...?

Most of these cheap car video cams on ebay will do the job. There is a range of quality of output, however. Just because it says HD in the description means very little, so don't expect stunning quality. The size of the sensor is important for quality, so check that and the stated output quality.
Look for something giving 1280p standard and 30fps.
I've tried 3 or 4 different ones and even the cheapest gives enough quality for accident recording. Spend more if you're thinking more in terms of MG run videos.
As to legality, there's two main points. The camera mustn't obscure your view and the screen shouldn't be visible when driving.

Same as me HTC Sensation, sucker cup, charger connected. 720p or 1080p recording. Everyone is happy :)

I use it for some runs now and again but I get a lot of background noise, it doesn't do the exhaust justice.
