If you have your head lights on then it's a fair assumption that it's night, foul weather or possibly an eclipse, but not exclusively. I think it's also a fair assumption to say that the faster you are travelling the further down the road you would want to see & if you have a lighting system which is significantly brighter than the OEM offering & can see further down the road, you might be tempted to use that advantage. And if you use that advantage to exceed the ruling speed limit, which could be anything from 10 to 70mph you are in breach of the law.
If you spend most of your driving time during the day or in a built up area at night then why would you need anything other than the original or legal uprated lamps?
The lights on my 40 year old Land Rover are far from good but they allow me to drive the moors roads at night at 30mph, which is the safe speed for that car on those roads; the same route in the MG is a 45mph run. The dangers on those roads are the individuals who blind you as they approach to fast from the rear or the same with on coming traffic. Whether they be LED or HID modern motor vehicle lighting is now too intense for the vast majority of the time & in everyday driving conditions totally unnecessary.
If you're fortunate to live in the countryside as David A & I do, & drive at night, my guess is that he will I trim his driving to the prevailing conditions, weather, lights, passenger comfort & other road users, much as I do.
