1.6 lost horses ?

I'm new to Fs and TF's and the K series engine but from my time with classic Ford's know there is very little difference in bhp for small variations in engine capacity. A 1.6 pinto engine in cooking trim only delivers 73bhp but in S spec rises to a more acceptable 92bhp. The only difference being it has the same cam and carb as the 2.0. The standard 2.0 only puts out 99 to 100bhp so very little difference for those 400ccs.
So why is there a 20bhp difference between the 1.6 115 and the 1.8 135 ? I've read the cam profiles are the same as the 135, so is the head and I think the injection system and ECU. That should give a maximum difference of 5bhp between the 2 capacities.
Where is the power being lost, what parts are different between the two that could be changed to recover some of the lost power ?
I don't want to get into making performance improvements, just releasing the potential that is being held back.

And it would create a point of difference between the poverty pack version and the more expensive models

Tracking down a list of parts that are different between the 2 isnt as easy as I expected. Wondering if tjey use different throttle bodies

Any thoughts on inlet manifold (my 115 appears to have a plastic one) & throttle body sizes

I believe the cams are different between the 1.8 135 and the 1.6 115. I think the 115 has the same cams as the 1.8 120.

Reading further the early 1.6 when it was the 110 had the same milder cams as the Stepspeed 1.8 120. But once the 1.6 was renamed as the 115 it gained the same standard cams as the 135. I guess it probably made sense at the time because of economies of scale standardising on the same cams for all manual mpi cars. .
As it also has the same metal bodied (48mm) throttle body Im now thinking the differences may be the injector size and/ or ECU profile ?
