You got enough hints in the first round of the clues, and even got a clue that it's set in Japan.
Unless you're in your cups you should have got it by now! You were even told it was in 1996!

So this was the 1996 MGF Cup event in Japan at the Tsukuba circuit. the photo is a a cup car driven at Castle Combe by Osam Morikawa of Rover Japan.

Tourbillon correctly deduced that the picture showed the Tsukuba
track in Japan where the first 4 rounds of the MGF JAPAN CUP
were run, providing lots of publicity for MG Rover in their biggest export market
and helping to improve the breed. Many of these MGF MK1 racers are still racing today!

Oooo a bit of bonnet venting and altered air flow through the radiator to improve cooling and help keep the front end planted.
So we are looking for the name of the car and where it was being displayed?

You should have made them answer the question in full What was this "Mule" based on ???? and what was it used for??? apart from testing the mid-engine set up
