Plug in a suitable OBD reader (www.pscan.uk for an early car, any OBD2 for a later car) and see what temp the ECU is seeing.
the fan should come on at around 96'.
It should never get above 110..
Also unplug the coolant temp sensor and the ECU should run the radiator fan.
If the dash gauge goes over half way the engine is overheating.

yes my car is 1999 and it does have the adjust
lever mechanism.
I am not driving at the moment due to illness. My son is going to have a look at the car for
me. Are/is everything accessible or does he need to dismantle the dash?

The bolts on the adjustable column are further apart than the bolts on the non adjustable earlier column.
How did the installer get around this?
It sounds like they didn't do a very effective job.
The bracket should have been welded to the cross bar that lives under the dash.
You (or your son) should be able to access the mounting point by removing the speedo.
Also did they change the wiring and the ECU to the later version?

A 10mm ratchet spanner is the best way to reach the front three bolts where access is difficult due to the speaker box found on most models.
1/4, 3/8 and 1/2 inch drive sockets all have their place. I have and regularly use all three.
